Chart for alignment - draft

April 2, 2006

Dear Committee,

I am happy that our meeting was so productive. It is nice to have two new and helpful members join our group. Thank you all for being so eager to help out by assuming the interview and writing tasks for the Department and Standards sections of our report. Thank you Jarod for agreeing to be our secretary of minutes.  I will post them sometime this week on our technology page: http://www.education.sfasu.edu/ele/classes/abel/ncate_technology.html

Per the discussion at our March 31st meeting, I have completed the following:
We have set our goal to complete the INTERVIEW REPORTS by MAY 1st.

I am hopeful the SURVEY can be moved into action this week so that you will have the results to help improve your reports.

If I do not hear back from any of you w/n a day or two, I will assume we are all on the same page and will submit an updated report about all of this to the Dean and copy it to John Leonard and Mary Nelle Brunson (and you, of course).

Please let me know if you think we are leaving out any important areas, or if I have missed or misunderstood anything.  For example, will our survey give us the specifics we need for "programs" or do we need one specifically to cover that area?  What about "staff" as Sally asked?  Do you think we need to explore that area or does the commitment and integration of technology in teaching stop with the faculty and candidate and future teacher? As Dave asked, do we have enough, or the right, questions for distance ed?  In my attempt to make it easier on everyone, I might sometimes go beyond my role as chair and assume things where we do not have agreement as a commimttee. I will not be hurt in the slightest if you bring my attention to this anytime I might over-direct.  We want an end product that is both correct, professional, and something of which we can all be proud.

Sincerely,

Carol Abel, Chair
NCATE Technology Committee

PS
If anyone becomes overwhelmed in producing their report, please email all of us and someone will step in to help. Remember, I just need a drafted report; I will edit and write "as one voice" once you submit these to me.

QUESTIONS FOR CHAIRS OF DEPARTMENTS:

YOUR REPORT has 4 sections

We need a minimum of an informative substantive paragraph for each (good time to brag, but be honest).
Whenever possible, get them to give you a link to evidence (document name or website). Keep track of all sources.  Please use WORD 12".

1 - Commitment to Technology - introduction to the dept (ask them stats about the dept) and evidence of commitment to technology
2 - Integration of Technology - Update Since Last Visit - how do we shine (brag) /what's new since the last visit; since the last report?
3 - Areas in need of Improvement - regarding technology,  where could we do better?
4 - Future Plans - future plans  (may include profl dev / ideally, a self-reflective self-improving "process" is put into place)

Tell them our report must demonstrate the COE's commitment to preparing candidates who are able to use educational technology to help all students learn. We must provide evidence of the integration of technology (throughout our curriculum, instruction, field experience, clinical practice, assessments, and evaluations).  We need a "general" summary from them on how this is being done in their department.  We would like their summary to address the four areas of (1) commitment to technology (2) evidence of integration of technology (3) areas in need of improvement (4) plans for improvement. However, this is mostly a time to BRAG about how much improvement we have made since the last NCATE visit.

SPECIFIC CRITICAL QUESTIONS:

QC - What evidence do you have that demonstrates your commitment to technology?
QG - Since NCATE's last visit, what improvements have you made regarding the integration of technology?

QW - What do you see as weaknesses regarding the integration of technology in your department?
QP - What future plans do you have for improvement?

QDA - What kinds of ITV and distance learning courses and programs does your department offer? (undergrad/advanced?)
QDB - How close are these to the level of instruction as on-campus courses?  How do you know?

Note - when they respond, try to clarify what they are referring to so we can link it accurately on our chart later (face-to-face/distance ed; undergrad/advanced; faculty; candidate/other school personnel....)

OTHER SPECIFIC QUESTIONS
(please answer as many as you can)

QC1 - What changes have been made to the conceptual framework since the previous visit? http://www.education.sfasu.edu/ncate/conceptual/COE%20Conceptual%20Framework.htm
QE1 - What data (evidence) exists to suggest candidates know how to use technology in the content they teach?
QA - What technologies are used to maintain, summarize, and analyze your department's assessment system?
QE2- What opportunities do candidates have to use technology for instruction during field or clinical practice?
QE3- What opportunities do candidates have to interact with candidates of diverse backgrounds through technology?
QR- How does your department support the use of technology in (faculty) instruction?
QRE - What technology has the department made available to students?
QRF - What technology has the department made available to instructors? (office, teaching, presenting....)
QPE- Does your dept have a technology plan or committee that provides for the needs of education candidates?
QPF- Does your dept have a technology plan or committee that provides for the needs of faculty?
QT - What do follow-up surveys of Educator Candidates indicate about their technology preparation and use?

DISTANCE LEARNING PROGRAMS - IN YOUR DEPARMENT

QDA - RE Standard 1: What assessments are used to monitor candidate performance and determine that proficiencies are being met by candidates in distance learning programs?
QDA2 - RE Standard 2:  What evaluations of the distance learning programs provide systematic and ongoing data for use in program improvement? What changes have occurred as a result of these evaluations?
QDM - RE Standard 3: How do distance learning programs in professional education ensure that field expreriences and clinical practice are well sequenced, supervised by trained personnel and monitored by unit faculty, and integrated into the program?
QDM2 - RE Standard 4: How does the unit ensure that the curriculum provided through distance learning reflect diversity and prepares candidates to work with all students? (adapt/adjust instruction & access via technology)
QDF - RE Standard 5: What are the qualifications of faculty members who teach via distance delivery that indicate they are proficient in technology?
QDC - RE Standard 6: To what extent are distance ed program courses consistent with institutional mission and COE conceptual framework and
QDR - are they adequately funded by suffcient resources?

QDG - RE Standard 6: How are distance ed programs evaluated by your department?
QDG2 - RE Standard 6: How are distance ed candidates advised?
QDF2 - RE Standard 6: To what extent is the balance of requirements for scholarship, service, and teaching similar to those not teaching via distance ed?

___Keep track of ALL sources for all statements & "evidence" (keep folder) and date everything. Type them into your report if you wish; they can be removed at the end.

STANDARD 2 - ASSESSMENT DATA

BACKGROUND

NCATE expects us to use technology to maintain our assessment systems.  It expects us to have an assessment system that collects and analyzes data on applicant qualifications, and candidate and graduate performance. It is expected that we assess a candidate's competence before admission to our program, during the course of the preparation program, including assessment of field-based and clinical experiences, and before the completion of the program and/or recommendation for licensure. Multiple assessments should be used, and must include performance-based assessments.

The processes of assessment and evaluation are data driven and require significant allocation of time and resources to accomplish. Minimally, a well-developed assessment plan must be in place. Each year, units will be expected to be implementing these assessment systems collecting, compiling, and analyzing performance data; developing rubrics or criteria for decision making; and testing performance assessments.

Technology is expected to play an increasingly important role in data gathering and analysis, as well as more broadly in unit planning and evaluation.

QUESTIONS

S2GA - In general, how are we doing with respect to using technology to maintain an objective assessment system which facilitates data analysis to improve programs?
S2RA - What technology is being used and is it sufficient to maintain this system?
S2QW - What are the areas in need of improvement?
S2QP - hat plans are in place for improving this?
S2QC - Where is evidence of commitment to technology in this standard?

STANDARD 3 - FIELD

BACKGROUND
NCATE expects that candidates have the "opportunity" in their field and clinical experiences to use technology to support teaching and learning.

CRITICAL QUESTIONS
S3EO - What evidence can you provide to show that clinical practice "allows candidates to use" information technology to support teaching and learning.
S3F - What evidence can you provide to show that clinical faculty provide regular and continuing support for student teachers and other interns through such processes as email and the use of other technology (or use survey datar).
S3EO - What evidence can you provide to show that clinical practice provides for candidates' use of information technology to support teaching, learning, and other professional responsibilities.

MORE QUESTIONS
S3QC - Where is evidence of commitment to technology in this standard?
S3QG - In general, what are the significant notable changes with regard to the intergration of technology in this standard since NCATE's last visit?
S3QW - Where do we still need to improve?
S3QP - What future plans are in place?

Please respond to questions for undergraduate and advanced programs.

PROMPTS - Ask about any school grants, etc.  We might get by on this one if we report the technology grants to get computers in schools, the modeling and teaching of technology in our classes, and the "encouragement" from mentors & supervisors and college classes to integrate technology during internship experiences. We will add what is discovered via survey and possibly add that this one needs some more attention now that we are all begin'g to recognize the signifiance and ability to improve learning using technology in our teaching.

NOTE - The following SURVEY question data will give you additional information to supplement your report:

STANDARD 4 - DIVERSITY (DISTANCE ED)

WE ARE GOING TO  INTERPRET THIS IN 3 WAYS:

1 - Teaching to diverse students requires technology options to meet individual needs (standard 1).
2 - Teaching to diverse students sometimes requires assisted technologies (standard 1, 6).
3 - Teaching to diverse students includes those who cannot attend F-to-Face classes (distance ed).
Please write this report to address these areas.
Elaborate on Distance Ed (link to new page) since this is a strength.

20. Which best describes you?
#ABC -  (report as a 5 point likert scale which NCATE likes)

I am just not a technology person. Never was, never will be.
Technology has its place, but I see little or no need for it right now.
I agree that technology is important, and I plan to get into it one of these days.

I know I am behind, but have been working on my skills & have started doing more in my courses.

I think I'm about average in my knowledge, skills, and use of technologies.

Technology is not my main focus, but I have really gotten into it & use it quite a bit.

I am confident, experienced, and avid user. I am able to help others with technology.
I have significant experience and formal training. I am or can be a technology consultant or technician.

ASK FOR A WRITTEN RESPONSE.
STOP BACK TO DISCUSS THE REPORT.
YOUR MAIN PART WILL BE TO ADD THE TECHNOLOGICAL INFORMATION MOST OF US LAY PEOPLE DO NOT KNOW.

BACKGROUND

NCATE expects the unit to have the budget, personnel and facilities, including information technology resources to prepare candidates to meet professional, state and institutional standards. The rubrics expect that the budget allocations are at least proportional to other units on campus, that there are sufficient numbers of full-time faculty and support personnel to support programs, that faculty workloads allow faculty to be effectively engaged in teaching, scholarship, and service. It is also expected that facilities support the use of information technology by candidates and faculty, and that faculty and candidates have access to current and sufficient curricular and library resources and electronic information.
