2 out of 5 are disappointed. Teachers fall into 3 groups: disheartened, contented, idealist.  The disheartened group was the largest and half of them taught in low SES classrooms. They also tended to be older and were irritated by lack of school leadership and heavy focus on testing. The middle (contented) group tended to be veteran teachers, were satisfied with teaching and thought it was a fine job, and taught mostly in middle class or high income areas. The idealist (23%) voiced the greatest sense of mission and belief that they could 'make that all important difference' even for the poorest child with the fewest opoprtunities for learning, and thus were the most motivated group of teachers. They were the youngest of the three and although they planned to stay in education, most indicated they would be moving out of the classroom teaching job and into some other job connected with education.  Everyone agreed that teaching is very demanding.

The states getting more freedom under a pilot program are Florida, Georgia, Indiana, Illinois, Maryland and Ohio. Education Secretary Margaret Spellings plans to make the announcement during a speech Tuesday in Austin, Texas.  The states that won approval have come up with plans to more closely tailor solutions to individual schools' problems and focus resources on schools in the worst shape.

When corporations pitch their wares to kids, it’s not just products they’re selling through the increasingly sophisticated campaigns their marketers devise. It’s also a mindset — one that tells kids, ‘You’ll be happy if you have this toy, if you eat this food, if you look this way.’ One result is that from an early age many children get the message that happiness comes from acquiring things, which undermines their ability to find satisfaction and to meet their basic developmental needs through play and meaningful relationships with others. 
To counteract the harm to children from current social trends:
  • Keep it simple with toys. Remember that fewer is better, simpler is better.
  • Avoid substituting material things for emotional expression and connection.
  • Find regular times to be together as a family and encourage children to contribute to family life as a way of caring
  • Help children find peace and sanctuary through connecting to the natural world.
  • Point out ads, talk about why they exist, ask open-ended questions that encourage children to think more about marketing
  • Prepare kids ahead of time for visits to a store.
  • Help children learn how to handle the urge to buy without giving into it.
  • As children get older, talk with them about our interconnections with the people and conditions that produce the items we consume.

Money for YOU:  Non-traditional students starts Sunday /  Sunday SFA will begin promoting Return to Learn, a new program for people who need more education to advance in their career, who have been out of college for a while and are thinking of going back, or for those who have never attended.   / Students who enroll in one course for credit this fall may qualify for a special Return to Learn scholarship that could pay for tuition and fees for the 1 course and for a parking permit, a value of more than $600. A student receiving this scholarship would pay only for a textbook, which typically is $50 to $100, and a $25 application fee. /  criteria to receive the scholarship are having been out of college for at least two years, being in good academic standing and enrolling as “non-degree seeking.” A student may be an undergraduate or considered “post-baccalaureate.” /  Students can enroll in any class for which they meet the prerequisites, and SFA offers hundreds of evening, noontime and online classes that are convenient for working adults. / Contact Paul James in the Office of Admissions, (936) 468-5898, or by e-mail: jamespaul@sfasu.edu.  The Office of Admissions also has scheduled two free come-and-go information sessions from 5:30-8:30 p.m. June 27 and Aug. 8 on the second floor of the Rusk Building.

BOSTONIANS FLOCK TO UNION'S TOWN HALL MEETING ON NCLB
Dozens of teachers and union activists gathered at the Boston Teachers Union headquarters on April 3 for a candid exchange on how the No Child Left Behind Act is
playing out in classrooms. The meeting stretched well beyond the allotted two hours as teachers offered first-hand accounts of key classroom issues related to NCLB. This includes the proliferation of unnecessary and duplicative student testing, an adequate yearly progress measurement that fails to give schools credit for progress and the need to maintain a balanced curriculum at a time when more schools are devoting additional time and resources to math and language arts in a bid to "make the grade." Elementary teacher Paige MacTavish explained how test anxiety at her school has ushered in a regimented climate where recess was deemed an unnecessary luxury and students were forced to observe "silent" lunches: quiet eating periods that would "allow children being tested [down the hall] from being distracted." AFT executive vice president Antonia Cortese led the discussion, part of a series of town hall meetings on NCLB that the union is offering in cooperation with its state and local affiliates. The feedback from the field, Cortese said, is an indispensable part of the union's efforts to refine its proposal for getting NCLB right in current regulations and in 2007, when Congress begins the reauthorization process. The union needs to provide federal regulators and Congress with "stories about how NCLB is, and is not, working in your classrooms," she said. GRE changes next year - Students worried about planned changes to the GRE graduate school entrance exam are getting a reprieve: the test's makeover is being pushed back a year - until October 2007. A new, longer, and more expensive version of the GRE General Test, taken annually by 500,000 students applying to graduate school, was supposed to be rolled out this October. But the Educational Testing Service, which writes and administers the exam, said last week that date would be pushed back because of logistical problems related to switching the test to an internet-based system. If you have ever done an assignment just to get the grade, or if you’ve taught a lesson only because the material needed to be covered for a test, then you have played “the Game of School”.  . . . .Too much of what children do in school is a waste of time, according to Fried. It is non-productive “work” rather than true learning. In order to be authentic learning, the student must be engaged in the activity, see the relevance of it, gain a deeper understanding from it, and be able to use that understanding.

Video games are spectacularly successful at engaging young learners. It’s not because they are easy. Good video games are long, complex, and difficult. They have to be: If they were dumbed down, no one would want to play. But if children couldn’t figure out how to play them—and have fun doing so—game designers would soon go out of business.

Poetry Society Competition for Students
Details  When the National Federation's Student Award was announced in Pennsylvania in June, we were stunned.  The entries we send to that competition are gleaned from the entries we get from our own annual contests.  They started with 7th HM and it was Texas, Texas, Texas, Texas----Texas all the way.  We won every single HM and place in the contest. Alternative routes into teaching got a boost recently with the release of a study that shows that students of Teach For America (TFA) teachers performed as well as, or better than, students of other teachers. TFA is program that places recent college graduates in short-term teaching positions at schools in low-income rural and urban communities. These graduates are selected through a competitive application procedure and undergo a five-week summer training program to prepare them for their teaching positions. The program has generated significant controversy because of the minimal training that participants receive, as well as the short-term design (participants agree to a two-year commitment to teaching).

Happy New Year-- A Calendar History Primer
"The beginning of a new year is the perfect time to introduce students to the concept of calendars and time-keeping in general. Be sure to teach younger students the "knuckle" method of remembering which months have 30 days and which have 31. (Start with January on the knuckle of your index finger; February is the space between, March is the next knuckle, and so on. The knuckles represent the longer months, the spaces the shorter months.) The origins of the names of our days and months -- an opportunity to introduce ancient mythology! -- will likely be interesting to students of any age. "In the history of civilization it was Socrates who first brought before the world the clear issue of freedom of teaching. In his old age he was accused of "corrupting the youth" and of "neglecting the gods." From that day to this, however, by common consent man­kind has condemned his accusers and freed Socrates. No sensitive person can read unmoved the account of that last prison day on which he drank the hemlock—a true martyr to the best that mankind knows, the desire to make the youth of his city more intelligent in their think­ing about duty and country....

How Socrates was right and his accusers wrong we can now under­stand perhaps even better than did Socrates himself. The Greek people, in a period of rapid change somewhat like our own, had outgrown their mythological gods as well as their traditional thinking on many other points, but not all of them were yet ready to admit this even to themselves. Many, for example, ridiculed the new opinion that the clouds rather than Zeus bring rain...What Socrates did was to lead the Athenians, young and old, to think—to examine afresh their old ideas—that they might have a surer basis on which to found their social and ethical conduct. It is interesting to our further discussion that Socrates seldom told his hearers what he thought. He mostly asked questions to make others think...

Our times are changing.    New problems arise.    Ap­propriate new laws and other institutional changes must from time to time be made.    In a democracy, the people have to decide.    To decide wisely they must be socially intelligent.    For citizens to be adequately intelligent our schools must begin with the young to make them more and more socially intelligent as they grow older."

NAEP - Data collection for the 2003 National Assessment of Educational Progress begins January 27.  NAEP will assess students in fourth and eighth grades at selected schools in reading and mathematics. The data collection period will end March 7, with national and state results scheduled for release in September 2003. 

Approximately 750,000 students nationwide will participate in NAEP assessments this year.  NAEP does not provide results for individual students or schools but will produce a picture of student academic achievement at the national and state levels.

SFA Education Programs Earn High Marks
The educator preparation programs of Stephen F. Austin State University have received the highest possible rating of "accredited" from the State Board for Educator Certification, with an overall pass rate of 99 percent on the required certification examinations.

The 99 percent passing rate includes educators in all of SFA's certification programs — including the exams for teachers, principals, superintendents, counselors and diagnosticians. Individual student groups, including those grouped by ethnicity, had passing rates at least 96 percent, according to Dr. John Jacobson, dean of the College of Education.

"We are very excited," Jacobson said. "This is certainly different from the scores that were reported five to six years ago."

The turnaround in test scores can be attributed to several new practices at the university, according to the dean. In addition to a change in admission standards, Jacobson said courses are now more closely aligned to the competency areas established by the state. A "capstone" class has been added to each program area to help pull together the concepts and prepare future educators for the exam.

"We have a dedicated faculty who really want to see our students succeed," he said. "Our students show that they have truly gained knowledge and skills as they go through our program."

The education college has implemented policies to ensure that students are adequately prepared for the test before they are allowed to register. Jacobson said students are also provided opportunities for faculty-led reviews and individual tutoring.

Jacobson said the pass rates were the highest for SFA since the state's accountability system went into effect in 1998.

"This is happening while our enrollment continues to increase in the College of Education," Jacobson said. "People are recognizing the quality of our program, and they are coming here."

Job Description - Reading First Technical Assistance Specialist (RTA)
The Reading First Technical Assistance Specialist (RTA) will assist the UT System in providing oversight for the effective implementation of Texas Reading First plans on funded campuses in funded LEAs.  RTAs will monitor program implementation, mentor/coach local campus coaches, train school district and charter school personnel, teach demonstration lessons and model best practices to ensure that Texas Reading First plans are being implemented as written and in accordance with scientifically based reading research (SBRR), the NCLB Reading First Initiative and Texas Reading First grant specifications.  These specialists will communicate field-based issues and concerns and serve as an important link in the communication loop that includes the USDOE, TEA, UT System, UT Reading Research Centers and funded LEAS.  Applicants selected to serve as Reading First Technical Assistance Specialists will be educators who have demonstrated a high degree of effectiveness as teachers and/or reading coaches in high need schools and must possess (1) a deep understanding of the scientific research base for K-3 reading instruction and (2) extensive knowledge of program components and teaching experience with one or more Texas adopted reading/language arts programs.  RTAs will be primarily responsible for building capacity on funded campuses in funded LEAs.  They will train district/campus administrators and classroom teachers to effectively analyze diagnostic, progress monitoring and outcome data to inform instructional practice, professional development and programmatic budget decision-making.  RTA’s will provide training support for implementing the 3-Tier Model of Instruction, teaching the core reading program and intervening appropriately with students working below level.

Home Schooled - Numbers Rising

Some 1.1 million students, or 2.2 percent of America’s school-age population, were homeschooled in 2003, according to a study released today by the National Center for Education Statistics (NCES).The number of homeschoolers represents a 29 percent increase from 1999, when 850,000 or 1.7 percent of school-age children were being homeschooled.  In the study, students are considered to be homeschooled if their parents reported them as being schooled at home instead of at a public or private school for at least part of their education and if their part-time enrollment in public or private schools did not exceed 25 hours a week.
    
The brief report, entitled ‘1.1 Million Homeschooled Students in the United States in 2003’ uses data garnered from the 2003 National Household Education Surveys Program (NHES) for estimates on the number of homeschooled students in the United States in 2003 and the reasons parents decide to homeschool their children.  Estimates are based on interviews with a nationally representative sample of parents of 11,994 students in kindergarten through grade 12, ages 5 through 17. Among its findings: 1. The two most significant factors influencing parents’ choice to homeschool involved their concern about school environment and their desire to provide religious or moral instruction.  Specifically, 31 percent of homeschoolers had parents who said the most important reason for homeschooling was concern about the environment of other schools and 30 percent said the most important reason was to provide religious or moral instruction to their children.  Sixteen percent of parents of homeschooled children cited dissatisfaction with the academic instruction available at other schools as the most important reason for homeschooling. 2. As in NCES’ 1999 study, the 2003 study revealed that about 4 out of 5 homeschoolers were homeschooled only (82 percent), while about 1 out of 5 were also enrolled part time in private or public schools (18 percent).

Stephen F. Austin State University is partnering with two East Texas television stations in hosting a debate Monday in which candidates for the First Congressional District will outline their positions on challenges facing our country.

Jamie Fussell, The Pine Log editor, will be on a three-member panel that will question incumbent Max Sandlin, a Democrat, and his Republican challenger Louis Gohmert during the 7 p.m. event in Turner Auditorium.
On-campus sponsors, the Young Democrats and the College Republicans, will serve as greeters and ushers.

KTRE and KLTV organized the debate in conjunction with SFA.

Dr. Mary Cullinan, provost, will welcome the audience and introduce Joe Terrell, a news anchor and journalist with Tyler¹s KLTV, who will moderate the debate. The one-hour format will include opening and closing statements from each candidate, as well as questions from the journalist panel.
Reporters from KTRE and The Daily Sentinel also will be on the panel.

KTRE and KLTV will videotape the debate for broadcast at 7 p.m. Tuesday.

A second debate will be held Oct. 25 at the University of Texas at Tyler.
Both debates are free and open to the public.

John Lachs, who holds a Ph.D. in Philosophy from Yale University, is the Centennial Professor of Philosophy at Vanderbilt University. In his notable teaching career, he has been recognized with the E. Harris Harbison Award for Distinguished Teaching, the Madison Sarrat Prize for Excellence in Undergraduate Teaching, the Alumni Education Award from Vanderbilt University, and the Herbert Schneider Award for Lifetime Contributions to American Philosophy. He is a member of the American Philosophical Association, the Metaphysical Society of America, the Royal Institute of Philosophy, the International Neoplatonic Society, the World Sociology Association, and the American Academy of Political and Social Science.

He has been President of the Society for the Advancement of American Philosophy, the C.S. Pierce Society, and the Metaphysical Society of America, and has received more than 20 grants from such organizations as the American Philosophical Society and the National Endowment for the Humanities.

Dr. Lachs has been a consultant to more than a hundred colleges, universities, and organizations, among them the National Institutes of Health, the University of Tennessee Medical Ethics Program, and the Kettering Foundation. He has delivered hundreds of lectures to educational institutions, churches, and civic groups in the United States and around the world, has made more than 130 appearances on radio and television programs, and has published more than 150 articles on Plato, Santayana, Hume, Nietzsche, John Stuart Mill, and many, many other topics.

Dr. Lachs is the author of more than a dozen books, including Marxist Philosophy: A Biographical Guide, Physical Order and Moral Liberty, The Ties of Time, The Relevance of Philosophy to Life and Thinking in the Ruins: Wittgenstein and Santayana.

NEW Changes to the Teacher Loan Program...


Attention Teachers:  Do you teach math, science or special education?  Have you taught for five years in a Title I school?  If you answered yes to both of these questions, the U.S. Department of Education would like you to know that you may be eligible for new loan forgiveness limits recently signed into law by President George W. Bush.

The Taxpayer-Teacher Protection Act (P.L. 108-409) authorizes up to $17,500 in loan forgiveness to eligible highly qualified math, science and special education teachers.  This dramatic increase of $12,500 above the previous loan limits is meant to ease the shortage of teachers in key subject areas. The increased amount of teacher loan forgiveness is available to new borrowers (teachers with no outstanding loan balances prior to Oct. 1, 1998, who borrow eligible loans prior to Oct. 1, 2005). The additional loan forgiveness will provide substantial relief for existing teachers and an incentive for prospective teachers to teach in subjects and schools that have difficulty hiring highly qualified candidates.

Using 1999-2000 Schools and Staffing Survey data file and the Teacher Follow-up Survey,
'Private School Teacher Turnover and Teacher Perceptions of School Organizational Characteristics' looks at the private school sector to investigate teacher-perceived school organizational characteristics and relationships between these characteristics and teacher turnover in Catholic, other religious, and nonsectarian private schools. According to principal reports, 19 percent of Catholic school teachers, 23 percent of other religious school teachers, and 21 percent of nonsectarian school teachers changed schools or left the teaching profession between the 1999-2000 and 2000-01 school years. Private school teachers who were reported to have left their schools (movers and leavers) were more likely than stayers to report relatively low levels of administrative support, satisfaction with salary, student discipline, control over classroom policies, and input in school policies.

You may know what the “F” stands for in Stephen F. Austin, but do you know the birthday for our university’s namesake?

Stephen F. Austin, the father of modern Texas, was born on November 3, 1793.

 The SFA Ambassadors are going to celebrate Stephen F’s birthday on Thursday at 12 pm at the statue in front of the library.  The Ambassadors are celebrating for another reason—it’s their ten year anniversary!  The Ambassador program was started in 1995 by the Office of Admissions as a way to include SFA students in recruiting activities for prospective students.  That’s right, 10 years of tours……..10 years of recruiting………10 years of leadership!

You are invited to join in the celebration.

Come eat some cake, recognize our anniversary and celebrate Stephen F. Austin’s birthday.

The SFA Ambassadors are a group of exceptional students chosen on the basis of their campus leadership, academic commitment, and interpersonal skills. The members are students who volunteer their time to the recruiting of new students through campus tours, high school visits, public speaking engagements, and major University events such as Showcase Saturday. The Ambassadors are also called upon to assist in hosting various events on campus coordinated by the Office of Admissions.  Members volunteer at least 30 hours a year and lead one tour a week.  In the last year, members spent over 975 hours recruiting new students to Stephen F. Austin State University.  These Ambassadors love SFA and it shows in their dedication and commitment to telling others about their great school they attend named “Stephen F. Austin”.

Texas ranks first and second in NAEP math averages.

On the most recent National Assessment of Education Progress (NAEP), Texas White students ranked first in the nation in fourth-grade mathematics, and African-American and Hispanic fourth-grade students ranked second. Texas students in all major ethnic groups (African-American, Hispanic, and White) surpassed students in the same group across the country.

NOTE: Texas leads the nation in the size and scope of its gifted and talented program. It is one of the top six states in the nation in the percentage of public primary schools with a gifted and talented program. Texas is the leading state in the nation in the proportion of students taking advanced math courses. We are No. 1 in the nation in the proportion of students taking calculus, AP calculus, and AP statistics.

Texas schools are 93 percent efficient.

A 2004 study by Texas A&M University ? commissioned by the Joint Select Committee on Public School Finance ? found, using a cost function analysis of school costs and results, that our public schools are at least 93 percent efficient with their funds, a score most businesses would envy!

NOTE: Leander ISD?s Comprehensive Annual Financial Report has received certificates of excellence for eight consecutive years from both the Government Finance Officers Association and the Association of School Business Officials.

Additionally, LISD has received the highest possible rating, ?Superior,? each year of the four years of Texas? ?Schools FIRST? financial integrity reporting system, with a perfect score the last three years.

Texas students top national average.

Texas students in grades 3-8 who took the 2005 Iowa Test of Basic Skills math exam scored above the national average. Students in grades 3-5 scored above the national average on the reading exam. "Increases in average test scores over a 10-year period are particularly evident in reading at grade 3 and 5," according to the 2006 Texas National Comparative Data Study.

NOTE: Texas 8th grade students are among the nation?s best in writing. The proportion of 8th grade students scoring at the highest two levels of writing achievement is the 3rd highest in the nation.

According to the 2006 Texas Statewide Survey on Education (conducted by Harstad Strategic Research, Inc. and the Tarrance Group), 85 percent of Texas public school parents, the people who know schools best, grade their children?s school an A or B, and 88 percent rated their children?s teachers from Good to Excellent.

The 2006 Comprehensive Annual Report on Texas Public Schools reports that from 1996 to 2005, the statewide graduation rate rose from 74.5% to 84.0%!

Texas achieves extraordinary results at a modest cost.

According to the Annual Survey of Local Government Finances by the U.S. Census Bureau, current spending for public education in Texas in 2003-04 (the most recent data available) is $7,104 per pupil. That ranks Texas 35th among the states, spending $1,000 per pupil less than the national average.

NOTE: Not only is Texas spending well below the national average on public education, but Leander ISD is producing quality results at a cost $384 per student below the Texas state average. (Texas Education Agency, 2005 ? 06 Academic Excellence Indicator System Report.)



REASON #5
Texas is a leader in pre-kindergarten education.

The National Institute for Early Education Research ranked Texas third among the states in 2005 for access that 4-year olds have to state pre-kindergarten programs. The state ranked ninth in the nation for 3-year olds? access.

Texas leads the nation in improving student performance.

Education Week selected Texas as one of two states that has substantially improved student performance over the past decade, citing our state?s commitment to standards-based education as a key component to our success.

NOTE: Texas is one of only eight states scoring above the national average on NAEP (National Assessment of Educational Progress) Math & English, 4th and 8th grade levels? and we achieve this with the highest percentage of Limited English Proficient students, the highest percentage of students whose parents have less than a high school diploma, and with the highest percentage of students of Free & Reduced Price Lunches.

Texas high schools implement rigorous graduation requirements.

Texas was one of the first two states in the nation to make a college-ready curriculum the standard high school curriculum for all students, beginning with students who were freshmen in the 2004-05 school year, according to Closing the Expectations Gap 2006, a report by Achiever, Inc.

NOTE: On November 17, 2006, the Texas State Board of Education gave final approval to again upgrade Texas high school graduation plans ? increasing the number of required math and science credits, as well as the total number of course credits, that Texas students must earn to receive a diploma.

This State Board of Education action will require students to earn four credits each in math and science. Current Texas plans already require four credits in English language arts and social studies.

Because of the additional math and science study, the board increased the total number of credits required for graduation under the Recommended High School Program and the Distinguished Achievement Program to 26 in order to preserve time for elective courses. Currently, 24 credits are required by the State, although Leander ISD requires 26.

(This strengthened graduation requirement will impact this fall?s incoming freshman class ? current 8th graders.)

REASON #2
Texas is a role model for school accountability. A recently released survey by The Princeton Review, ?Testing the Testers in 2003: An Annual Ranking of State Accountability Systems,? ranks Texas third nationally. The survey?s findings are based on test quality and how the state used test results to shape and improve its policies on education.

Texas? students are taking ? and passing ? more AP courses and exams than ever before. According to the College Board, the number of Texas students taking Advanced Placement (AP) cl******* has increased 61 percent since 2001, and the number of students earning college credit for those courses also is on the rise.

Spellings favors wiggle room for schools

U.S. Education Secretary Margaret Spellings on Wednesday proposed "a more nuanced" way of evaluating schools under President Bush's No Child Left Behind school reform law — one that would differentiate between schools that are close to meeting state math, reading and science standards and those that are "chronic, chronic underperformers."

Under the proposed change, public schools with just a few struggling students could help students without being labeled underperforming. In the bargain, they'd avoid sanctions that can include firing staff, privatizing or even closing their doors.

The law currently doesn't differentiate between the two. It breaks down schools' test scores by at least 36 categories, and if even one group of students — for instance, Hispanic or disabled students — doesn't improve, the entire school misses its "adequate yearly progress" goal.

That has been a major source of heartburn for educators. Recent figures show that about 2,300 of the nation's 90,000 public schools are being "restructured" under the law. That number will likely grow as more students miss progress goals.

<>The current law requires schools that get federal money to test about half of their students annually in math, reading and science. If even one group doesn't improve, the school must offer all students free transfers to another public school; after another year, it must offer free tutoring. After five years, states can restaff schools, reopen them as privately managed charter schools or close them. In 2004, 41% of schools narrowly missed their goals. 

Under the new proposal, schools that miss the mark because of just one or two groups could limit tutoring and transfers to these students — and avoid other sanctions.

Several education groups have suggested such a change, but Spellings hasn't discussed it in detail until now.

SFA community

My name is Monica Jaramillo and I am the recruiter for two Transition to Teaching grants from the US Department of Education, entitled CERT-Prep (Consortium for Excellence in Rural Teacher Preparation) and CERT-Prep ELL (English Language Learners).  I am writing to ask that you spread the word about our grant programs that offer up to $5,000 for qualified individuals. 

The grant recruits mid-career changers and recent college graduates with a desire to enter the teaching profession into SFA’s Post Baccalaureate Initial Certification program to address the current teacher shortage, especially in Title I schools (schools with a high poverty rate).  Some of the qualifications are as follows: a bachelor’s degree with a GPA of at least 2.5 and 24 college credit hours in one of the following areas: math, science, Spanish, English, history or fine arts with 12 of those hours at the junior-senior level. 

The aid that the grant provides removes financial barriers for prospective teachers and provides the flexibility of online coursework and workshops to minimize the need for extensive travel from rural areas.  In return, the candidates commit to teach in a Title I school for three years.
